Railway Recruitment Cell, North Eastern Railway (RRC NER), Gorakhpur has opened recruitment against the Scouts & Guides Quota for 2026-27. Employment Notice No. NER/RRC/SG/2026-27, dated 06 October 2026, covers Group ‘C’ posts in Level-2 and erstwhile Group ‘D’ posts in Level-1 across North Eastern Railway and Banaras Locomotive Works (BLW), Varanasi.

The official unit-wise vacancy table provides 3 Level-2 posts and 8 Level-1 posts, making 11 vacancies in total. Individual job designations have not been specified, so candidates should understand that the recruitment is being conducted against pay-level vacancies under the Scouts & Guides Quota rather than 11 separately named posts.

Online applications opened at 11:00 AM on 07 October 2026 and will close at 6:00 PM on 06 November 2026. This recruitment is specifically meant for candidates who satisfy both the prescribed educational qualification and the required Scouts/Guides credentials.

What Makes This Railway Recruitment Different?

Unlike a standard Railway recruitment based mainly on academic eligibility and an examination, applicants here must have a qualifying Scouting/Guiding background.

Selection carries a total of 100 marks. The written examination accounts for 60 marks, while eligible Scouts/Guides certificates can contribute another 40 marks.

Candidates can apply for both Level-2 and Level-1 if eligible, but separate online applications and separate examination fees are required.

Educational Eligibility Depends on the Level

Educational requirements are different for Level-2 and Level-1.

Level-2 Educational Qualification

Candidates must satisfy any one of the following:

  • 12th or equivalent with at least 50% aggregate marks, or
  • Matriculation/10th/SSLC plus ITI in a relevant trade recognised by NCVT/SCVT, or
  • Matriculation/10th/SSLC plus Course Completed Act Apprenticeship in a relevant trade.

The 50% aggregate requirement in the 12th route is not insisted upon for SC, ST, PwBD and Ex-Servicemen candidates. It is also not insisted upon for candidates possessing a qualification higher than 12th.

Level-1 Educational Qualification

For Level-1, candidates must possess:

Matriculation (10th pass), OR ITI/equivalent, OR National Apprenticeship Certificate (NAC) granted by NCVT.

Scouts & Guides Qualification Is Compulsory

Academic qualification alone does not make a candidate eligible.

For both Level-1 and Level-2, applicants must satisfy the prescribed Scouts & Guides conditions.

A candidate must be a President Scout/Guide/Rover/Ranger or Himalayan Wood Badge (HWB) holder in any section.

The candidate must also have been an active member of a Scouts organisation for the previous five years. The Certificate of Activeness has to be provided in the format prescribed in Annexure A of the notification.

In addition, candidates must have attended:

Two events at National Level or All Indian Railways Level AND two events at State Level.

NER has also included a provision relating to candidates holding provisional President Scout/Guide/Rover/Ranger or HWB certificates, subject to the Railway Board conditions referred to in the notification.

Age Limit as on 01 January 2027

The normal age limit varies according to the post level.

Post Level Minimum Age Maximum Age
Level-2, Group ‘C’ 18 years 30 years
Level-1, erstwhile Group ‘D’ 18 years 33 years

Candidates should calculate their age specifically on 01 January 2027.

They can also use the CareerAlert24 Age Calculator:

https://careeralert24.com/age-calculator/

Age Relaxation

Important relaxation provisions include:

Category Relaxation
SC/ST 5 years
OBC (NCL) 3 years
PwBD 10 years
PwBD + OBC (NCL) 13 years
PwBD + SC/ST 15 years
Eligible J&K domiciled candidates for specified period 5 years
Ex-Servicemen Defence service plus 3 years, subject to conditions

For widows, divorced women and women judicially separated from their husbands but not remarried, the upper-age limits are 35 years for UR, 38 for OBC (NCL) and 40 for SC/ST.

Special upper-age provisions also apply to eligible serving Railway staff, casual labour, substitutes and employees working in Railway Quasi-Administrative offices.

Applicants using these provisions should check the exact conditions and documentary requirements in the official notice.

Examination Fee and Refund

The fee structure is important because a substantial portion of the examination fee is refundable to candidates who actually appear in the written examination.

Category Fee Refund After Appearing in Exam
SC, ST, Ex-Servicemen, PwBD, Women, Minorities and EBC Rs. 250 Rs. 250
All other candidates Rs. 500 Rs. 400

Candidates applying separately for Level-1 and Level-2 must pay the applicable fee for each application.

Minority and Economically Backward Class candidates claiming the applicable fee benefit should also pay attention to the prescribed declaration/certificate requirements for Document Verification.

For this recruitment, EBC for the relevant fee provision means candidates whose annual family income is below Rs. 50,000, subject to the prescribed certification requirements.

Selection Gives Importance to Scouting Experience

The selection process has two scored components:

Component Maximum Marks
Written Examination 60
Marks on Certificates 40
Total 100

Separate Computer Based Tests will be conducted for Level-2 and Level-1 candidates.

Written Examination

The 60-mark written examination contains:

  • 40 objective-type questions for 40 marks
  • 1 essay-type question for 20 marks

Questions relate to the Scouts and Guides organisation, its activities and General Knowledge according to the notified syllabus.

Each correct objective answer carries 1 mark. An incorrect objective answer attracts a penalty of one-third mark.

There is no negative marking for the essay question.

All candidates need at least 40% marks in the written examination.

How the 40 Certificate Marks Are Awarded

The remaining 40 marks recognise additional Scouting/Guiding participation and training.

Scouting/Guiding Record Maximum Marks
National Events/National Jamboree/All Indian Railway Events 10
State Events/Rallies 10
Specialised Scouts/Guides Courses 10
District Rallies 10
Total 40

The first two National/All Indian Railway event certificates and first two State event certificates form part of the minimum eligibility requirement and therefore do not themselves earn additional marks.

For National and State events, one additional qualifying event earns 7 marks and two or more additional events earn 10 marks in the relevant component.

One specialised Scouts/Guides course earns 7 marks and two or more earn 10 marks.

For District Rallies, one certificate carries no marks, two certificates carry 7 marks and three certificates carry 10 marks.

This makes the quality and quantity of a candidate’s valid Scouts/Guides record directly relevant to final merit.

What Happens After the Written Examination?

Based on written-examination performance, candidates equal to five times the number of vacancies will be called for Document Verification separately for Level-2 and Level-1.

Final empanelment will be prepared according to the combined marks obtained in:

Written Examination + Marks on Certificates

Candidates considered eligible for appointment must also pass the prescribed Railway medical examination.

Original certificates are mandatory at Document Verification. The notification states that additional time will not be provided to candidates who fail to produce their original documents on their scheduled DV date.

Scouts & Guides Exam Syllabus

The syllabus is recruitment-specific rather than a conventional Railway CBT syllabus.

Topics include the history of Scouting and Guiding, law and promise, district and state-level organisation, training centres, important books, motto, salute, left handshake, prayer, flag song, National Anthem, national and Scouting flags, social service, hiking, proficiency badges and progressive training.

Candidates should also prepare topics covering National Jamboree, Indian Railway Jamborette, Jamboree On The Air, WAGGGS/WOSM, Prime Minister Shield Competition, community development programmes, pioneering, handicrafts and the aims and methods of Scouting.

The official syllabus should be used as the preparation checklist because this examination places significant emphasis on practical knowledge of the Scouts and Guides movement.

Salary and Pay Level

The notification identifies the vacancies as:

Level-2, Group ‘C’, Grade Pay Rs. 1,900

and

Level-1, erstwhile Group ‘D’, Grade Pay Rs. 1,800

The notification does not specify an exact monthly salary or in-hand salary figure. Candidates should therefore avoid treating unofficial salary estimates as part of the recruitment notice.

How to Apply Online

Applications must be submitted through the online link provided on the North Eastern Railway website.

Candidates should first read Employment Notice No. NER/RRC/SG/2026-27 and decide whether they are applying for Level-2, Level-1 or both.

Complete all mandatory fields in the online form and upload the required recent colour photograph, signature, educational marksheets/certificates and relevant Scouts/Guides certificates at the prescribed places.

Pay the applicable examination fee according to the instructions available on the application page. After completing payment, log in again and save or print the submitted application for future reference.

Candidates applying for both Level-2 and Level-1 must repeat the process through separate applications and pay separate fees.

Documents and Certificates That Deserve Special Attention

This recruitment is unusually document-sensitive because certificate records contribute directly to eligibility and merit.

Applicants should particularly check their educational certificates, President Scout/Guide/Rover/Ranger or HWB documentation, five-year Certificate of Activeness, National/All Indian Railways event certificates, State event certificates and any additional certificates being claimed for marks.

Minority and EBC candidates using the relevant examination-fee provision should also retain the prescribed supporting declaration or income certificate.

Most importantly, the notification states that all certificates must have been issued on or before 06 November 2026, the closing date of the online application. Educational or Scouting/Guiding qualifications acquired after the closing date will not be considered.

CareerAlert24 Insight

This is not a conventional 10th or 12th-pass Railway recruitment despite those being the minimum academic qualifications for the respective levels. The decisive additional requirement is the candidate’s Scouts & Guides background.

Candidates should therefore perform a certificate audit before paying the application fee. Check the five-year active-membership requirement, required National/All Indian Railways events, State events and President Scout/Guide/Rover/Ranger or HWB condition first.

The 40 marks assigned to certificates are also significant. Candidates who have participated beyond the minimum required events or completed specialised courses can gain a meaningful merit advantage. Applicants should upload and preserve every valid certificate that falls within the official marking scheme.

Candidates eligible for both levels should also remember that applying for Level-2 does not automatically register them for Level-1. Separate forms and fees are required.

Conclusion

RRC NER Scouts & Guides Quota Recruitment 2026-27 offers 11 Railway opportunities, with three vacancies at Level-2 and eight at Level-1. It is best suited to candidates who not only meet the academic and age requirements but also possess the complete Scouts & Guides credentials prescribed by the Railway.

Before applying by 06 November 2026 at 6:00 PM, candidates should carefully verify their five-year active membership, event participation and supporting certificates. Since certificate achievements contribute up to 40 of the 100 selection marks, these records are central to both eligibility and final merit.
